Troy R. Harting

Troy Harting, the Academy’s 90th Permanent Professor, was born in Fallston, Maryland, in 1971. He graduated from the United States Air Force Academy in 1993 with a Bachelor’s degree in Management. He accepted a USAFA Graduate Studies Program scholarship from the Management Department, studying at the University of Pittsburgh, where he earned his Master’s degree in Business Administration in 1994. He then was assigned as a Program Manager in the Spaced-Based Infrared Systems Program Office, Space and Missile Systems Center, Los Angeles AFB, CA. In 1997 Troy became a Program Manager, Information Warfare Programs, Intelligence, Surveillance, and Reconnaissance Program Office, Electronic Systems Center, Hanscom AFB, MA. Next he was assigned in 2000 as an Instructor of Management and Advisor in Charge in the Department of Management, USAF Academy. In 2002 Troy entered the doctoral program at the University of Virginia, Charlottesville, where he earned his PhD in Business Administration in 2005. He was then assigned as Program Manager in the Acquisition Chief Process Office, a branch of the Acquisition Integration Leadership Directorate, Office of the Assistant Secretary of the Air Force for Acquisition, the Pentagon, Washington, DC. He was charged with executing a variety of acquisition reform initiatives. Troy became the Military Assistant to the Deputy Assistant Secretary for Acquisition Integration in 2007. Moving to Europe in 2008, Troy was assigned as a Project Director and Panel Executive, NATO System Analysis and Studies Panel, NATO Research and Technology Organization (RTO) in Neuilly-sur-Seine, France. In this role he supervised, advised, and assisted in the execution of over 20 research activities aimed at furthering basic technology research on behalf of NATO. Returning to the Academy in 2011, he taught as an Assistant Professor and was Director of Operations in the Department of Management. After a short deployment to Creech AFB, NV, to lead the construction of various upgrades for the remotely piloted aircraft of the 432nd Air Expeditionary Wing, he was selected to be the Director of the Commander’s Action Group for the Dean of the Faculty in 2013. Troy was appointed Permanent Professor and Head of the Department of Management in 2014 to lead a unit that aims to produce critical thinkers who can adapt quickly in today’s dynamic, technologically complex, global environment. The department is heavily engaged in the Systems Engineering and Operations Research majors, disciplines that address the development and modeling of large, complex systems. In 2016 the Department of Management’s flagship Management major was reaccredited by the Association to Advance Collegiate Schools of Business, a designation earned by only 5 percent of business and management programs worldwide. From 2016 to 2018 Troy was Chair of the Social Sciences Division. He was chosen to be Vice Dean of the Faculty in 2018 and is currently serving in that position.
